Gain a Competitive Advantage on MOJAVE IDIQ Follow on Procurement

MOJAVE Summary 

The Department of Defense (DoD) National Geospatial Intelligence Agency (NGA) Office of the Chief Information Officer Information Technology Services Directorate (CIO-T) has a follow-on requirement for the MOJAVE IDIQ. This IDIQ is made up of three functional areas: 

  1. Functional Area 1 (FA1)

  2. Functional Area 2 (FA2)

  3. Functional Area 3 (FA3)

Currently, all three functional areas are included within the MOJAVE IDIQ follow-on; the follow-on procurement will consist of three separate procurements that result in three IDIQ contracts being formed, one for each functional area. The totality of the scope of work for these efforts includes information technology support, database engineering, database management, cybersecurity services, cyber engineering, cyber management support, multimedia graphic support, SharePoint development, application development, vulnerability assessments, risk management, IT security design, among others.

Incumbent Performance

During AlphaBrook’s investigation into the MOJAVE IDIQ follow-on requirements, we broached the topic of the incumbents’ performance during this effort. We spoke with NGA OCS OCSC Branch Chief Gary Davis who shared, “I have not heard of anything that would be wrong [with incumbent vendor support]. I know this a big program and overall, it’s been successful, right.” Based on this feedback, it is clear that there are no poor-performing incumbent contractors currently supporting the MOJAVE IDIQ. This is likely the case given the steep competition within each functional area of the IDIQ, ultimately providing NGA continuous high-quality solutions, as each bidder is attempting to outbid and find creative and comprehensive solutions to ensure they win task order contracts through this IDIQ. Overall, the incumbent contractors are performing well overall; however, some may be favored more if they have consistently won more task order contracts than the other vendors.

Recent MOJAVE Developments

AlphaBrook engaged with Brendan Kinslow, NGA Executive Officer to the CIO, to determine a likely RFP release timeline for the MOJAVE IDIQs requirement, to which he shared, “NGA still expects to send draft documentation to industry once the strategy has been finalized later this year.” Seeking further clarity that he was referring to later in CY2022 rather than FY2022, we inquired if an RFP is likely in December 2022, to which he clarified that it will be released around the end of the “calendar year [CY2022].”

While further communicating with NGA OCS OCSC Branch Chief Gary Davis, we broached the topic of the value of these three IDIQs. Specifically, we inquired of him if FA1, FA2, and FA3 each have the same approximate value since our last communication on this topic, which included $600M for FA1, $250M for FA2, and $50M to $100M for FA3 - for a total of approximately $1B for all three combined for the recompete efforts due to inflation and increased costs. Mr. Davis replied, "Yes, that is correct. Those are the current ones, which will probably be very close again" for the recompete efforts. 

Mr. Davis continued explaining the current structure of the MOJAVE IDIQ, sharing, “There are currently three functional areas on MOJAVE at large, right. Each functional area has a different theme, if you will - different scope. Under each of the functional areas there are multiple task areas. FA1, which is more general support-centric, has 24 different labor categories on that one - there are probably 35 different task orders on that functional area. FA2, which is more security-centric, has nine or 10 task orders on that one. And then FA3, which is more IT-centric, I think there are six task orders on that one.” We then inquired of him if these three functional areas will remain within one IDIQ, and noted, “Functional Area 2 I know will be a separate contract, FA1 will be its own as well, so they all will be their own multiple award IDIQs.”

Later in our discussion with Mr. Davis on the competition type for this effort, he shared with AlphaBrook, "There will for sure be some type of small business consideration - likely a partial set-aside. There will be larges and smalls working on this," further indicating a partial small business set-aside will be used when procuring this work.

Mr. Davis continued to explain that the platform that will be utilized to procure this work, "will all go through ARC [Acquisition Research Center site]. That is where anything will be found for this down the line."
