Recently Awarded Environmental Services Small Business Contracts
With environmental services and sustainability at the forefront of many federal stakeholders’ priorities, agencies across the government are prioritizing partnerships with firms specializing in environmental management, environmental remediation, environmental restoration, climate action, sustainability, renewable energy, and other such solutions. AlphaBrook seeks to bring attention to the contributions of the small and otherwise socioeconomically disadvantaged businesses that are providing these services to federal agencies such as EPA, DOE, and DOI. Companies boasting similar capabilities should seek to keep tabs on the next moves of these firms and consider aligning with them on impending contracting opportunities.
EA Engineering, Science, and Technology – EA Engineering, Science, and Technology is a small business that won a reportedly $5.5M contract with EPA in June 2023 that provides the agency with remedial services, as well as environmental design and engineering support. Through this contract, this well-positioned firm has the opportunity to demonstrate its climate change; coastal resilience; contaminated site assessment and remediation; data management and technology; environmental engineering services; environmental, health, and safety management and assurance; natural resources management; sustainability; renewable energy; and greenhouse gas reporting capabilities. With such a comprehensive repertoire of solution offerings, EA Engineering, Science, and Technology is a formidable firm to partner with.
Z Federal – As a small business within each of its applicable NAICS codes, Z Federal is a powerhouse in the environmental energy industry — no pun intended. This firm is concurrently supporting DOE on numerous task orders, one of which was awarded in March 2023 and involves electric generating unit technology cost and performance statistics. As recently as July 2023, it was additionally awarded two task orders in support of the National Energy Modeling System (NEMS), which enables DOE to examine prospective pathways to reduce greenhouse gas emissions. With these contracts contributing to environmental health secured, Z Federal is able to apply its litany of skills and capabilities, such as energy analysis and modeling, global government policy and regulations, critical infrastructure protection, natural gas, renewable energy, and risk assessments. A wise firm seeking to aid in the advancement of the environmental energy field should consider partnering with this asset of a small business in future competitions.
ARS Aleut Technical Services – This firm, which holds its 8(a) small business status until 10/27/2029, provides environmental management, waste management, decontamination and demolition of radioactive or hazardous facilities, environmental compliance, environmental laboratory analysis, environmental and radiological expertise, and records management services that are highly covetable by government agencies. Demonstrating this fact, EPA recently assessed ARS Aleut Technical Services to be the sole firm capable of providing environmental Enforcement Support Services (ESS) to Region 6, awarding it with this contract in April 2023 that reportedly has a value of $23.2M. With large players in the federal environmental industry such as EPA recognizing this firm’s capabilities, we recommend others do the same.
S.S. Papadopulos & Associates (SSP&A) – Having been awarded a $1.5M contract by EPA as recently as June 2023, this small business is a key player in the environmental and sustainability field. This contract provides the agency with expert environmental support for one of its fuel storage facilities, indicating that the government has assessed the firm’s knowledgeability in this realm to be unmatched. This should not come as a surprise given SSP&A’s highly pertinent environmental and water resource consultancy, contamination study, remediation feasibility study, groundwater modeling, geochemical studies and modeling, ecohydrology, applied research, and environmental engineering services that are offered. As SSP&A continues to emerge within this topical field, be sure to keep tabs on it.
Environmental Management and Planning Solutions, Inc. (EMPSi) – Another small business, EMPSi offers a range of environmental services including environmental compliance, environmental impact analysis, cumulative impact analysis, environmental permitting and licensing, environmental justice and socioeconomic analysis, health impact assessments, demographic geographic mapping and modeling, natural and cultural resources, and project management. These capabilities have evidently wowed stakeholders across DOI, as the agency awarded EMPSi a cultural monitoring services contract in May 2023 that has a reported value of $1M. Having this win under its belt, EMPSi is a notable firm within the federal environmental and sustainability sector that both other agencies and other competitors should remain abreast of.
SC&A – SC&A offers particularly relevant services in the environmental and sustainability field, including nuclear and radiation sciences; air quality and climate change; human health risk; climate action; emission inventories and projections; permitting and compliance; health science and risk assessment; environmental, health, and safety; resiliency and emergency management services; remediation support; quality assurance and control; and environmental science and engineering. Armed with this repertoire of capabilities, SC&A threw its hat in the ring for a contract involving technical support for inspections and audits of the Waste Isolation Pilot Program (WIPP) within EPA. Within March 2023, the firm won this $2.7M contract and will continue to support the agency until its ultimate expiration date in February 2026. As such, SC&A is a notable small business firm making waves in the federal contracting environment.
Arrowhead Contracting – Within February 2023, Arrowhead Consulting beat out the competition and secured a reportedly $20M contract within EPA that involves response activities to address contaminated soil removal and disposal. This small business firm provides numerous environmental capabilities that it was able to leverage during this contest, such as environmental remediation and restoration, environmental services, site reclamation, design-build, groundwater remediation, demolition and decommissioning, air quality monitoring, and dust control. Provided Arrowhead Contracting’s active support of EPA and expertise in this area, this company will be another to keep tabs on in the coming months.
Environmental Restoration – Environmental Restoration is a small business with a significant impact in the environmental and sustainability sector of the federal government. Equipped with capabilities to include emergency response, environmental remediation and construction, industrial services, facility demolition and decontamination, soil remediation, groundwater remediation, and residential excavation and remediation, it is a formidable competitor. Due to such solution offerings, EPA awarded Environmental Restoration with a $1.9M contract in April 2023 to remove and arrange for the transport and disposal of hazardous waste that poses a detriment to the environment. Having already impressed EPA with such capabilities, other agencies are sure to follow suit and favor this firm in other environmental and sustainability competitions.
