SEWP VI OPPORTUNITY SUMMARY
The NASA SEWP vehicle is a GWAC that provides products and solutions that are available to all agencies across the government. SEWP contracts provide a wide range of IT-based solutions in areas such as tablets, desktops, network equipment, storage systems, software platforms, audio-visual products, product-based services, and more. SEWP continues to be heavily used by all agencies across the government and is primarily focused on the procurement of IT products and solutions as opposed to IT services.
PERFORMANCE OF THE CURRENT SEWP V VEHICLE
While conducting research of the performance of the current SEWP V vehicle for NASA as well as other government agencies, we confirmed the vehicle has been meeting expectations. According to GSFC Small Business Specialist Sholainka Martyn, “That’s why it’s a federal wide contract, any agency can use it and they do use it. I wouldn’t see it drastically going down because it’s been working so well.” NASA SEWP Director of Strategy and Acquisition Darlene Coen added, “If you’re doing $10B a year, which is what SEWP did last year (FY2021), you’re a major player in this federal environment.” This suggests that the SEWP has the ability to procure billions of dollars worth of products and maintains a position as one of the top government GWACs.

SMALL BUSINESSES TO REMAIN A KEY PRIORITY FOR SEWP VI
Through our continued follow-on research and outreach, we sought to determine the anticipated set-aside that will be utilized for the NASA SEWP VI procurement. Through these efforts, we learned from involved NASA SEWP stakeholders that maximizing small business opportunities with SEWP VI is a key priority of the coming procurement. SEWP Program Manager Joanne Woytek stated, “SEWP has always had a robust use of small businesses.” Ms. Woytek continued explaining the use of small businesses in reference to FY2020 stating, “86.5% of the dollar amounts and 82.7% of the orders went to small businesses last fiscal year [FY2020] and that’s actually [been] pretty common for a long time.” Moreover, AlphaBrook learned from NASA SEWP stakeholders that currently there are “more than 110 small businesses,'' who are contract holders under SEWP, and that this includes small businesses in certain socio-economic categories such as “Minority Owned Small Business (MOSB),” “Service Disabled Veteran-Owned Small Businesses (SDVOSB),” “Woman-Owned Small Businesses (WOSB),” “Economically Disadvantaged Woman-Owned Small Businesses (EDWOSB),” “HUBZone Small Businesses,” “Veteran-Owned Small Businesses (VOSB),” and “Small Disadvantaged Businesses (SDB).” Given the extent of small business use under the current vehicle and the inclusion of specific socioeconomic categories, it seems highly likely that SEWP VI will continue to utilize multiple tracks of set-asides through specific socio-economic categories in conjunction with full and open competition.
RECENT DEVELOPMENTS
During our recent research into SEWP VI regarding the RFP release date, AlphaBrook learned from involved NASA SEWP officials that the SEWP VI RFP is projected to be released in CY2024, as the government is currently in the early stages of market research. Further, NASA SEWP Deputy Program Manager Theresa Kinney re-confirmed from previous conversations that SEWP VI is still determined to be procured as a GWAC through SAM.gov.
We also spoke with NASA SEWP Program Manager Joanne Woytek with regard to the value of SEWP V and she explained, “When we were in 2016, we were just under $4B in total obligated funds through either new orders or mods to orders. And we ended last fiscal year [2021] at over $10 billion.” This reveals the increasing value of NASA SEWP V as it is expected to continue growing. Regarding the value of this particular contract, NASA SEWP stakeholders have confirmed NASA SEWP V contracts to have a “$20 billion” value limit; it remains likely that this value will persist, with the potential to be surpassed in future SEWP iterations. Ms. Kinney did mention that this is subject to change, but as of now this is what can be expected by interested vendors.
Furthering our research into NASA SEWP we learned that NASA SEWP VI will be awarded on May 1, 2025. NASA SEWP, Ms. Woytek confirmed this research by stating, “May of 2025, we have to have new contracts in place.” Therefore, interested vendors can anticipate awards for this contract will likely be made no later than May 2025.
It was also noted in recent conversations that the government is holding an “onsite West Coast Industry Day on 2/13/23 as a part of its market research efforts.” This is an additional opportunity for interested vendors to learn more about this contract and what NASA SEWP stakeholders will be looking for.
